He was born in Adana in 1962. After graduating from Turkish Air Force Academy in 1984, he worked as a pilot of F-4E from 1985-1996. He was the operation officer at the Turkish Air Force Command Headquarter and worked Operations Branch Manager between 1996-2007. Altıparmak was also the Prime Ministry Military Consultant between 2007-2013. He attended Evaluation and Head of Supervision at Turkish Air Force Logistics Command on 2013-2015 and retired from Turkish Air Force on 2015. He was the board member of OMSAN Logistics of OYAK between 2017-2019.

He has been the member of Board of Directors of the Turkish Aerospace Industries since June 10th, 2020.

He is married and has two children.
